Chief Inspector Paul Werner, a notorious loner, is assigned a new colleague, Leonie Reiter, whom he is to introduce to criminal investigation. When a report of a suicide reaches the State Criminal Police Office, the new investigative duo sets out to get an initial overview. In the former tourism area, now dominated by large forestry companies, woodworking businesses, and the paper industry, it appears that Kubasek fell about 200 meters while intoxicated.
